        Recently, Europe and the United States have successively introduced new toy regulations, involving the mandatory standards for toys in the United States and the limits of bisphenol A, formamide, phenol and lead. The scope is wide, the testing requirements are strict, and the technical threshold is high.

        Little knowledge about toy agents


        Formamide: a colorless and transparent liquid with a slight ammonia smell. It is a raw material for synthetic medicine, perfumes, dyes, etc. It can also be used as a solvent for spinning synthetic fibers, plastic processing, and the production of wood casein inks.


        Phenol: It is a crystal with a special smell and is poisonous. It is an important raw material for the production of certain resins, fungicides, preservatives and medicines.


        Lead: a soft and malleable weak metal, toxic, and also a heavy metal. The probability of lead poisoning in children is more than 30 times that of adults. The reason is that children are in the growth and development stage, many organs are not yet mature, the detoxification function is not perfect, they are more sensitive to lead, and they have more exposure opportunities.


        EU: Modification of the formamide limit


        On May 24, the EU Toy Safety Directive’s restrictions on formamide will soon be implemented. The content of formamide in foam toy materials must not exceed 200mg/kg, otherwise, a 28-day release test must be implemented.


        EU: Revision of phenol limit


        On May 4, the European Union officially released the revised directive (EU) 2017/774 for the current toy safety directive (2009/48/EC), adding phenol to toys used by children under 3 years of age or that can be put in the mouth. Migration limit and content limit as a preservative: For polymer materials, the migration limit is 5mg/l; as a preservative, the content limit is 10mg/kg. The directive came into effect on the 20th day after its issuance and will be officially implemented on November 4, 2018.

        EU: Revise the migration limit of lead


        On April 27, the European Commission issued Directive (EU) 2017/738, which revised the toy safety directive 2009/48/EC Annex II on the lead migration limit, and tightened the lead content requirements for various toy materials Several times: For dry, fragile, powdery or soft toy materials, the limit requirement is reduced from 13.5mg/kg to 2.0mg/kg; for liquid or viscous toy materials, the limit requirement is reduced from 3.4mg/kg to 0.5mg /kg; For materials that can be scraped off the surface of toys, the limit requirement is reduced from 160mg/kg to 23mg/kg. The directive came into effect on May 17, and will be implemented on October 28, 2018.


        So what is the impact on my country's toy export agency?


        China is the world's largest producer and exporter of toys. Toy production accounts for about 70% of the world's total output. The European Union and the United States are the main export markets for my country's toys, accounting for about 40% of total exports. Therefore, the implementation of these new regulations will have a wide impact on my country's toy industry, related manufacturers will be greatly affected, and exports will face more severe tests.
